Government assessment of impact of research
AISB, the Society for the Study of Artificial Intelligence and Simulation of Behaviour, made a submission in January 2010 to a UK Parliament enquiry into science funding in the UK. Most of the comments are not specific to the UK, science or artificial intelligence. They are about the general issue of how the economic/social "impact" of research is to be assessed by governments, etc., and they criticize certain current proposals. That sort of impact is relevant to the "A" in RaAM.
The central points in the submission are (a) a call for a division between "impactfulness" and "conversion into impact", and for attention to the illogicality, unfairness and counter-productiveness of [con]fusing them and (b) a call for safeguards re conflicts of interest that non-academic "users" of research who are involved in impact assessment may have.
